Associate Manager - EHS & Sustainability Compliance

JOB PURPOSE

Key Responsibilities include handling all Statutory and Regulatory clearances and compliances for HYD ALD Projects and Operating Assets.

• Filing of applications for obtaining all required Statutory Approvals (pre-construction, construction and post construction) for the ALD projects from various government agencies
• Facilitate and extend support to ALD clients to obtain statutory approvals from various government agencies
• Filing timely compliances of statutory approvals for ALD projects
• External stakeholder management for expediting the process of obtaining approvals & renewals
• Internal stakeholder management with ALD, CR and other Airport departments for expediting collation of plans, NOCs, etc.,
• Coordination with Govt agencies, regulators, NAC, municipal corporation, HMDA, Police, PCB, etc.,
• Coordinate and work in tandem with Business/Technical teams as per business requirement
• Able to engage and interact effectively with internal and external stakeholders.
• Networking ability with Government authorities, regulatory bodies and related agencies

KEY ACCOUNTABILITIES

Obtaining regulatory and statutory approvals and/or clearances related to ALD Business:

• Providing the overview on the list of Statutory approvals required, sensitizing the various statutory departments & offices involved and estimated timelines for respective self development and client projects during the kick-off meetings.
• Track timelines for the sub activites, alert on the likely delays to escalate
• Height Clearance from AAI (Airports Authority of India)
• Meeting the concerned officials and taking inputs/observations prior to formal submission of applications.
• Lead the application process for Stat approvals like: Consent For Establishment, Building plan, UAC approvals from SEZ, Additional BLUT bonds, CEA approvals, Provisional and Occupancy Fire NOCs, DMHO, New electricity service connections, Contracted Max Demand derations.

List of Approvals to be obtained: 

• Height No Objection Certificate from AAI (Airports Authority of India)
• Environment Clearance approval from MoEF&CC, SEIAA & SEAC.
• Consent For Establishment & Consent for operations from TSPCB (Telangana State Pollution Control Board)
• Provisional & Occupancy Fire No Objection Certificates from Telangana State Disaster Response & Fire Services Department.
• Building Plan approval, Property tax assessments, Property transfers, Trade licenses, Certified copies, No objection certificates & Occupancy certificates  from NAC (Notified Area Committee)
• Industrial, Commercial, Load enhancements & De-Ration electricity Connections & Approvals from TSSPDCL (Telangana State Southern Power Distribution Company Limited)
• SEZ De-Notification, NOC from Govt of Telangana Industries Department., NOC from Specified Officer, Authorized Officer, Dy. Development commissioner & Development Commissioner,
• BOM/BOQ Approvals from UAC (Unit Approval Committee) Of Vizag Special Economic Zone Development Commissioner & Ministry of commerce & Industry (SEZ Division)
• Electricity Installations Safety Certificate from CEA (Central Electricity Authority)
• Land Demarcation from Tahsildar, Revenue Department Of Government Of Telangana.
• Sanitary Certificate from District Medical & Health Officer of Medical & Health Department of Government Of Telangana.
• Electricity supply Technical Feasibility approvals from Chief Engineer, Superintendent Engineer, Divisional Engineer & Asst Divisional Engineer- TS TRANSCO (Telangana State Transmission Company Limited)

Operations Stage: 100% Regulatory/ Statutory Compliance Monitoring & Adherence

• Track each compliance for renewal and apply well in advance
• Filing of QPR (Quarterly Performance Reports) for SEZ capturing the investment deployed, employment generated, land monetized, etc.,
• Filing of compliances for Consent For Operations
• Coordinate with operator to ensure compliance of Hotel related Compliances – PPL, Liquor, Food, Fire, Police etc. for Transit lounge

Lead the process and obtain the following Renewals & Extensions for ALD self development assets:

• Fire NOC renewal,
• DMHO renewal
• CEA renewals
• Environmental Clearance  extension
• Extension of Consent For Establishment, CEA renewals

KEY ACCOUNTABILITIES - Additional Details

Document management system & Compliance management tool

• Ensure statutory approvals and relevant records are digitized and physical records are maintained safely in a third party location to minimize the risk
• Improve the document storage and retrieval system (both for digital & physical copies)

• Initiate and coordinate with ALD internal teams for taking corrective actions based on the audit observations
• Participate in Project kick-off meetings with new Clients to sensitise on the applicability of various approvals, concerned statutory authorities and approval process.
• Provide support to Land lease clients for scrutiny of Building plan applications along with ALD Design team and coordinate with NAC for expediting the committee meetings and approvals
• Carry out the following for appointing specialist consultants for Drafting Scope of service, Pre bid meetings, scope clarifications, etc.,

• Zero Non-compliance
• Renewals & Extensions
• Technology intervention for streamlining the compliance process
• Third Party Audit
• Client  support
• Vendor/ Consultants Management

EDUCATION QUALIFICATIONS

• Graduate (Preferably BE/B.Tech).
• Good interpersonal skills. & Communication skills (both spoken and written)
