JOB PURPOSE
Lead & responsible for the pre Contract Management and Procurement in a most competitive manner, vendor management, in line with overall project Procurement & Contract Award activities for various packages of Airport Land Development at Delhi and other locations as decided by management.

KEY ACCOUNTABILITIES
Accountabilities
Review PR & Understand the requirement for the procurement of materials & works/Services including scope, specifications and SLA’s for all service contracts as per the procurement policy & SOP
Responsible for entire bidding process including EOI, RFI, e-RFQ / RFP Process for all purchase activities for Works (Civil, Finishes, MEP, IT etc.), Materials, Equipment, Consultancies and /or Services under OPEX/CAPEX.
Ensure Pre-bid meetings/Site Visits of Vendors as per requirement. Timely Solution/Clarification to resolve techno-commercial issues with User department, Vendors & other stakeholders on scope, specifications, BOQ, commercial, legal, HR, taxes, etc. for getting timely offers.
Prepare Price Comparisons, Negotiate and finalize the prices and contracts with all vendors to ensure that the procured product is of high quality, suitable price and is fit for the project quality standards. Use latest negotiation tools such as e-bidding (reverse/forward auctions) methods
Ensure all purchase activities complied with quality standard, tax/GST, Labour Compliances and government policies and Pre-Audit/MAG Clearance for all awarded Contracts as per SOP.

EXTERNAL INTERACTIONS
Contractors, Consultants: Techno-Commercial Clarifications on Contractual issues, Negotiations, Problem solving
Auditors; for compliances
INTERNAL INTERACTIONS
Interact with ALD Planning, Design, Project Departments on a regular basis for project scheduling, scope compilation, technical queries in terms of understanding needs and priorities and developing business alignment with procurement processes
Interactions with Tax Compliance/Finance Team, HR, Legal and other departments on various contractual & statutory compliances. Interact with MAG for pre-audit compliances and resolution of observations
Group Procurement function in terms of aligning to the overall procurement architecture, knowledge management across procurement units in the group in terms of best practice sharing
FINANCIAL DIMENSIONS
Total Contract Procurement Value: INR 150 to 200 Cr. per annum for Airport Land Development from which he is responsible for Contract Procurement of INR 50 Lakh to 100 Cr. per annum varying in undermentioned contracts.

8 to 10 total years of experience in managing various project contract award/procurement of various disciplines involving technical Consultancies, Civil, Finishes, IT, MEP, Landscaping, Lighting & Specialized Fixtures etc.
