JOB PURPOSE

Under Airport Sector Head, Projects Management Office Head has been created, PMO Head thru his extended arm designated as Sector Head Project Controller will be associated with each projects and shall be responsible of Project health and performance monitoring thru

1) Can handle independently all the project control process in a manner so that Sector Head can have a clear vision of performance and health of all projects thru Time , cost, quality and project excellence

2) data analytics for predictive project management

3)  Overall projects health and performance monitoring by

a) Schedule Analysis

b) Critical Path identification and analysis

c) Project deliverables

d) Develop Projects AOP

e) War Room,

f) Review, validate and create WBS

g) Productivity, project cost, cost variance

h) Trending & gap analysis (RCA)

Accountabilities Key Performance Indicators

Sector Head Project Control :-

Create Project Control Manual which will create basis controlling all the Airport Projects by having technology driven applications 
Deploy technology platform to capture all the construction Management Process Management date on line and live. 
Own all the construction management processes
Create  AOP for Projects with Result First approach
Take independent initiative and accountable for all Projects 
Create War Room for the sector
Project Resources Vs Productivity
Track & Coordinate Engg, Proc process to ensure overall Engg and Proc progress
Ensure timely initiation of all material procurement process to avoid any undue impact on any projects.
Coordinate & implement strategic Objectives and initiatives at      job sites
Track and analyze project specific look-ahead schedule, immediate focus area, 


Budget Planning wrt CAPEX/ its monitoring & control
Regular participate in the project meetings to drive project implementation. 
Regular data compilation and analysis.
Review of Business integration wrt to overall sector construction plan.
Participate in the audits to avoid project non-compliances.

MIS & Report Generations :-

Progress reporting on  Projects / New Projects thru various technological tools such as P6, SAP, Acconix, Data-logger, BIM
Create and update War Room Data thru technological intervention.
Management Information System (MIS) on real time basis. 
Integrated Business Information throughout the projects.
Create Lessons Learnt process and publish the same on timely mannar.


Closure of audits observations to avoid non-compliances.
Technical Comparison of vendors/contractors
Timely approval of all documentations related to projects progress
Resolution of complaints and negative trends & its analysis to avoid its repetitions
Create Contract KPIs for Project Performance and Health measurement
Completion of various CFT projects

Review & Approval :-

Ensure thru project team Certifications compliance & Statutory/Regulatory requirements.
Review and analysis and approval of DPW/WPR/MPR from EPC contractor
Coordinate and assist project Engg & Procurement team with Technical and Commercial inputs as required
Project Cost Containment Sheets, Change Order, Design Change, Contract change.


Closure of audits observations to avoid non-compliances.
Technical Comparison of vendors/contractors
Timely approval of all documentations related to projects progress

EXTERNAL INTERACTIONS


Certification agencies – IGBC ( LEED),  BSI ( EnMS), Business Excellence Assessors, ISO, as applicable

State Fire Services, BCAS, CEA, AAI. State Departments

Independent Engineers, AERA, other Consultants deployed by lenders, Concessionaires, and other contractors

State Securities - CISF , Customs, Immigrations, State Police, BCAS etc as applicable. 
 

INTERNAL INTERACTIONS

Operations department – Project Team, Central Proc team, Project Commercial Team, CDO’s, Finance Team
Sector Head Office, CEO Office, CDO Office, PMO office, consultants and PMC
Interaction with Department HODs.
Interaction with peers / colleagues in the business & corporate office.
User departments in terms of understanding needs & priorities & developing business alignment processes.
 

FINANCIAL DIMENSIONS

Control of Capex Budget – 100 ~ 2000 Crores ( as per Management / AERA approval)

OTHER DIMENSIONS

  • Interaction with Internal team members ( HOD, HOD-1) size up to 50 numbers, Consultants, PMC of each the projects etc and total number of manpower would be of the order of 300 nos.

Interaction with External consultants & review with Site In-charges of main EPC Contractor(s) to establish a clear line of communication.  

EDUCATION QUALIFICATIONS

Engineering Graduate of Civil, Mech or Electrical from premier education institute like IIT/BIT
Management Dip in Construction or Operation Management from premier management institute

 

RELEVANT EXPERIENCE


20+  total  years of experience  
Should be well qualified, experienced and matured individual with good exposure to construction business management. 
Must have worked in  major organizations/Groups for min of 5 to 6 years.
Fully conversant with the use of technical tools such as Primavera, BIM, SAP, power point presentation, MS Access, SQL, use of Macro/Pivot Table and other data analysis tools & data base operation. 
Fully conversant in setting up construction management process, have handled large construction site as Project Control Head
Primary experience in carrying system & business integration/analysis/process creation and management/process simplification, deploy process control tools, 
Fully knowledgeable in new technology which are used for construction management 
Capable to deploy and manage construction management tools
