JOB PURPOSE

To ensure & monitor smooth traffic flow, cleanliness and Safety & Security at T-2 road network with close coordination with Stakeholders for efficient & safe passage to all interested parties, stakeholders, passengers using the T-2 road network. Also, responsible for coordinating the implementation of security measures in Landside area of T-2 in accordance with the legal provisions and instructions issued by the Bureau of Civil Aviation Security from time to time

Key Performance Indicators

To coordinate with Delhi Traffic Police and Delhi Police to ensure smooth flow of traffic within the area of responsibility of T-2& T-3.

Ensure all the required equipment for traffic management and  security infrastructure have been provided for the smooth operations. In Landside area at T-2.

To pay special emphasis towards Forecourt Kerb side with a view to enhance passenger convenience, safety & traffic flow.

Ensure proper deployment of traffic marshals and also ensure that all the security equipment provided are functional and being properly maintained. Number of security equipment serviceable and number of equipment non serviceable.

Ensure the security of perimeter/fencing, perimeter road, gates/entry points by taking regular rounds for the perimeter area within the responsibility of T-2& T-3.

Monitoring and checking in order to ensure the regulatory compliance and records. Number of observation by the regulatory authority during Inspection/Audit on this aspect.

Ensure proper maintenance of Display sign boards for educating the passengers/airport employees on airport road within the area of responsibility of T-2& T-3.

Number of observation by the regulatory authority or any other agencies during Inspection/Audit/visit/routine round on this aspect.

To coordinate in the event of any contingency at Terminal-2 like bomb threat, unlawful seizure/hijacking of aircraft or any other act of unlawful interference with civil aviation operations

Number of meeting organized 

Exercise operational control over Black and Yellow Taxis and premium Taxi operators.  Ensure that any operational issues between various taxi operators are amicably resolved without any disruption to the normal operations.

Minutes of meeting and number of corrective action taken.  Issues resolved.

KEY ACCOUNTABILITIES

Guarding/enforcement of access control at VIP parking at T-2& T3 and other vital installations within the area of responsibility.

Number of  security breach reported/observed

Maintain effective liaison with other airport departments and relevant law enforcement authorities

Number of structured meetings

Enforcement drive for unauthorized parking on Northern Access Road and more than prescribed time at the dep/arrival forecourt

Number of Chalan Revenue generated

Monitoring, checking & upkeep of the defined service level agreements by agencies operating under the land side management department at T-2& T-3.

Regulatory compliance and number of observation made by regulatory Authority

Ensure the corrective actions taken promptly. 

Number of observations cleared

Initiatives for ASQ rating target in respect of Ground Transportation parameters at T-2& T-3.

ASQ rating  / report 

Responsible for taking measures for reducing baggage theft and pilferage incidents at Terminal-2 (Landside area)

Number of action initiated and implemented 

Ensure removal of Touts/Hawkers and unauthorized vendors.

Number of new initiatives.. 

Ensure smooth operations of Shuttle Bus Service / Inter Terminal

Transfer Coaches & Ground Transport services, smooth operations of Public Transport Center and hustle free to & fro movement of vehicles to Loading Docks.

Number of formal and informal meeting with all the stakeholders. 

To execute the measures to improve the surface connectivity to Airport in conjunction with concerned agencies like Delhi Police, Delhi Traffic Police, DMRC, NHAI, UMTC, UTIPEC, DDA, MCD and DTC etc. and ensure smooth flow of traffic including traffic

EDUCATION QUALIFICATIONS

§

The incumbent should be a graduate ( in any  Discipline). Should have successfully qualified in the Basic AVSEC course conducted by Regulatory Authority.

§

Desirable- Trainings like Basic AVSEC course, Intelligence and Crime control course , Road accident investigation and Road safety management course etc..

RELEVANT EXPERIENCE

§

Should have worked at middle level position (JCO (Armed forces)/Subordinate officer(Paramilitary forces) in security, defence,  Police or Paramilitary Forces.  Minimum experience – 20  yrs of service.

§

Should have been at a supervisory post for at least 5 years.
