JOB PURPOSE
Heading the Project finance & Treasury function with expert knowledge in the field of Treasury and Project Finance to raise, monitor, plan & execute the area of infusion & management of funds through market products including creation of policies and procedures for Corporate finance and Treasury function, stakeholder’s management to ensure liquidity, fulfillment of regulatory requirements, ensuring Corporate Governance, Insurance and Risk management for Delhi Airport

Project Finance
Raising of debt / non-fund facilities for meeting new capex through different market product from both domestic and international debt lines/capital market by minimizing the total cost of debt and ballooned/bullet repayment structure through
• High Yield Foreign currency bonds
• INR domestic Bonds (NCD’s)
• Set of lenders with better terms (Both domestic and International)
• Sale and Lease Back financing
• Finance leasing
• Project loan
• Bridge loan
• Short Term loan etc.
by ensuring proper documentation in the form of Financing documents and Security documents in consultation with legal counsel (Both Domestic and International) and negotiation of terms with proposed lenders to have covenant light structure and sufficient carve outs for future actions.
Corporate Finance
Refinance/ Take Out Financing of existing Foreign Currency Notes worth Rs. 7000 Crs due in 2026 and 2029 through various means of Finance in line with RBI regulations and borrowing guidelines as per mitted under regulatory framework through different means of finance.
Arranging for Short term loans/Bridge loans to cater to short term requirements of funding.
Working Capital Management
Accessing the working capital requirements on daily/weekly/monthly basis by analyzing requirements of funds through inputs received from other user departments & stakeholders in priority of their disbursement.
Arranging for the required funds to meet up the requirements by utilizing surplus funds available in the system is the first priority.
Accessing and control the usage of working capital requirement to the minimum extent to reduce the interest cost burden.
Treasury Management
Ensure effective treasury management for
• Planning & arranging of funds for daily requirements through available resources and though redemption of investments without reducing the return on treasury investment.
• Optimum use of Cash credit limits/overdraft facility to ensure lower interest cost on short term borrowings.
KEY ACCOUNTABILITIES - Additional Details
Regulatory requirements:
• Ensure supply of accurate information with respect to regulatory requirements under different scenarios.
• Sensitivity analysis information to higher management on regulatory outcome
• Coordination with Statutory/Independent auditors for certification of respective information for submission to Regulatory authorities.
Fund Management
Ensuring effective investment of funds in market products in adherence to Treasury policy approved by Board of Directors and as amended from time to time.• Preparation and updation of DIAL treasury policy at regular intervals with approval process through Board of Directors to include new products/instruments along with their respective limit of investment with rationale.
• Analyzing Daily availability of funds through receipt collected in Escrow account.
• Investment in Mutual Funds /Fixed deposits as per limits described in treasury policy after analyzing returns on daily basis.
• Effective investment to be made within the framework of TRA waterfall mechanism.
Insurance Management
Effective insurance management by minimization of cost with adequate risk coverage at DIAL.
• Taking quotes from domestic and international insurance players to cover adequate risk of asset
• Finalizing the terms with the help of Insurance consultants/ Brokers and obtaining the final policies from Insurance companies.
• Ensuring the inclusion of clauses as per the requirement of Financing documents and OMDA requirements. • Ensuring special contingency policy for specialized airside equipment’s and vehicles.
• Claim Management for all pending claims with insurance company by regular visits at site and providing documentary proofs to the satisfaction of the surveyors and receipt of claims under respective account heads.
Debt Servicing
Ensure debt servicing of new loans and existing loans in the form of Interest and principal repayments as per agreed repayment schedule in Financing documents for both Rupee, ECB loans or Foreign Currency Bonds in adherence to timelines as provided in Financing documents by
• Authorization and Payment of Interest and principal repayment in respective accounts.
• Authorization Payment of upfront fees/Management fees as per agreed terms.
• Ensure accounting of the above transactions through treasury module in SAP.
• Preparation of respective schedules for finalization of books of accounts and their audit in compliance with Schedule VI requirements
Compliances & Financial Covenants
Ensure strict compliances with Financial covenants/conditions as agreed upon by the Organization during execution of Financing documents by
• Issuing certificate at agreed timelines to Financial institutions/Lenders
• Issuing compliance certificate from an independent Chartered accounts in certain cases
• Regular compliances as per RBI regulations/guidelines & FEMA issued from time to time.

FINANCIAL DIMENSIONS
- Existing Debt Size equivalent to INR 13000-14000 Crs including onshore/offshore debt streams from bank loans, capital market both domestic and International.
- Raising of new debts worth INR 5000-6000 Crs.
- Treasury Management of around Rs. 2000 Crores in market
- Insurance Asset Coverage – Rs. 25000 Crs (Approx.)
- Debt servicing of Existing and New debt under Phase 3A capex program.

EDUCATION QUALIFICATIONS
- Chartered Accountant/MBA from reputed institution
- Commerce Graduate (B.Com)
- Good understanding of SAP ERP, Ind AS and Banking laws
- Effective communication and Analytical Ability
RELEVANT EXPERIENCE
- About 15 years of experience with alteast 5-7 years of experience in financial analysis, debt servicing & liaising with banks/ financial institutions, regulatory authorities & Real estate vendors
