JOB PURPOSE

The Head - Fire Prevention & Terminal Fire Safety is crucial to safeguarding the airport's infrastructure and passenger safety by leading the development and implementation of comprehensive fire prevention strategies and ensuring terminal fire safety. This role ensures strict compliance with national and international fire safety regulations (NBC, NFPA, etc.), proactively mitigates fire risks through inspections and audits, and fosters a culture of fire safety awareness. By minimizing fire hazards and ensuring effective fire protection systems, this position directly contributes to DIAL’s overall mission of providing a safe and secure environment for all stakeholders.

Responsibilities

Key Performance Indicators (KPIs)

Strategic Planning

  • Formulate fire safety policies and set fire safety standards.
  • Provide fire safety consultancy and approve plans for renovation and development projects at the airport to ensure fire safety compliance.
  • Formulate and implement Fire Strategy Plans for the airport buildings/installations.
  • Ensure timely projection of fire prevention requirement to Head ARFF for budgeting.
  • % Completion of Fire Strategy Plan implementation across all airport buildings
  • % Compliance of fire safety policies and standards with ICAO, NBC, and DGCA regulation

Approvals & Permits Management

  • Liaise with Delhi fire services for timely renewal of Fire Safety Certificate (NOC).
  • % Timely renewal of Fire Safety Certificates (NOCs)

Manpower Management

  • Responsible for the discipline and operational administration of fire prevention and terminal safety team.
  • Assume responsibility for all Head-ARFF operational matters during their absence.
  • % Availability of fire prevention and terminal safety team as per operational requirements

Inspection & Maintenance Management

  • Ensure regular fire safety inspections, aircraft refueling inspections, dangerous goods inspections, and hot work inspections.
  • Ensure periodical maintenance and testing of the building fire detection, protection systems & evacuation facilities.
  • % Completion of scheduled fire safety, aircraft refueling, and hot work inspections

Fire Safety Audits

  • To ensure fire safety of the Terminals.
  • Supervise day-to-day operation of the Fire Prevention team and the Fire Control Centers under his command.
  • Ensure timely clearance of space allocation.
  • % Completion of terminal fire safety audits as per the audit plan
  • % Closure of fire safety observations within defined timelines
  • % On-time clearance of space allocation requests related to fire safety

Statutory Compliance

  • Enforce compliance of airport fire safety rules and regulations.
  • Ensure timely compliance with all legal and regulatory requirements pertaining to building fire safety.
  • % Compliance with airport fire safety regulations, ensuring zero major non-conformities

Operational Efficiency & Process Improvement

  • Develop and maintain the Airport Fire Prevention Manual.
  • Give recommendations to various stakeholders related to fire prevention of terminal and other buildings.
  • Evaluate and recommend new fire safety technologies, concepts and program.
  • % Completion of annual updates to the Airport Fire Prevention Manual

  • RAXA: For evacuation & personnel safety during emergencies and timely evacuation
  • Airlines, stakeholders: For coordination during emergencies, providing aircraft familiarization training
  • CISF: For trouble free entry & exit of ARFF personnel, CFT, Equipment etc. through gate and assistance during emergency
  • DGCA: Validation of external training, Timely guidance on regulations
  • DFS: For structural emergency training and responding to emergencies on & off airport
  • ATC: Training, permission for using taxi/runway for tests & training

INTERNAL INTERACTIONS

  • Security, Landside Management: Assistance during fire in the city side, assistance during emergencies inside airport, liaising with traffic police
  • P&E: For infrastructural help during routine work as well as also during emergencies.
  • Terminal Operations, AOCC, Airside Operation, Safety & Compliances, Aviation Services
  • Airside operations: For ADP, FM services during emergency, coordination during emergencies
  • FMS: For arranging refreshment, training facility, stationaries for the training.
  • IT: For communication facilities in the fire station, incident site
  • TMT- For timely repair & maintenance of CFTs and other utility vehicles.

EDUCATION QUALIFICATIONS

  • BE/MI Fire or Graduate preferably with science from any recognized University
  • SFO or equivalent Course from any Aviation academy
  • ToT Certified

RELEVANT EXPERIENCE

  • Minimum 15 years’ experience in aviation firefighting and 3 years as operations commanders in an airport of Cat-10
  • Good administrative track record and proficiency in handling high intensity emergency situations
