JOB PURPOSE

The AGM – HR & FMS is responsible for leading and managing Human Resources and Facility Management Services (FMS) functions for Smart Metering business, ensuring timely talent acquisition, employee engagement, regulatory compliance, and operational excellence. The incumbent is responsible for fostering a productive and harmonious work environment, driving workforce capability and well-being, maintaining high standards in infrastructure services, and safeguarding plant assets through robust security protocols.

Workforce Planning, Talent Acquisition & Mobilization

  • Finalize Annual Operating Plan (AOP)-linked manpower projections in collaboration with Operations and Project teams.
  • Lead timely sourcing, onboarding, and field deployment of off-roll workforce via vendor-managed models.
  • Mobilize manpower across 22+ districts, ensuring fulfillment SLAs and availability of installation teams in line with meter rollout targets.
  • Monitor workforce adequacy and proactively address shortages, churn, and redeployment requirements through dashboards and reviews.
  • Time-to-fill critical positions
  • Fulfillment vs. sanctioned manpower ratio
  • % SLA adherence in vendor-supplied off-roll workforce

Onboarding, Compliance & Off-Roll Workforce Governance

  • Govern end-to-end onboarding, documentation, and induction for off-roll manpower ensuring pre- and post-joining compliance (ID, contracts, bank, PF, ESIC).
  • Act as principal employer SPOC for legal compliance including CLRA, PoSH, minimum wages, attendance, and vendor audits.
  • Monitor workforce attrition, absenteeism, and performance reports in coordination with project managers and third-party agencies.
  • Drive digitization of onboarding, attendance tracking, and field workforce lifecycle management using HRIS and reporting tools.

Talent Management & Development

  • Facilitate goal setting, performance monitoring, and training needs identification for both on-roll and field workforce.

  • Institutionalize internal mobility mechanisms (e.g., IJP) and support functional leaders with resource planning and upskilling initiatives.

Industrial & Employee Relations Management

  • Drive employee connect mechanisms across regions, including grievance redressal forums, helplines, field visits, and skip-level meetings.

  • Execute engagement activities including townhalls, R&R, and field team recognition—tailored to off-roll and dispersed workforce dynamics.

HR Operations

  • Oversee the seamless execution of HR administrative processes, including employee handovers, transfers, confirmations, and exit management.
  • Drive timely clearance and full & final settlements, coordinating with relevant functions to avoid process delays and maintain compliance.
  • Monitor adherence to TATs for operational HR workflows, including onboarding, document verification, service letters, and data updates in HRIS platforms.

FMS Management

  • Oversee facility management for smart metering offices and support locations, including housekeeping, transport, canteen, and event management.

  • Plan and supervise transport and vehicle fleet management, ensuring availability, maintenance and compliance with safety norms.
  • Coordinate logistics and hospitality for internal events, business reviews, and VIP visits, ensuring smooth execution and stakeholder satisfaction.

EDUCATION QUALIFICATIONS

  • MBA in HR or Postgraduate degree in HR/Business Administration
